Downloading a large artifact collection causes a 504 timeout

I'm attempting to download the entire package upload from this (private) work request, but it's giving me a 504 gateway timeout error. It looks like it's not a LB issue but a debusine one. Perhaps the upload could start sooner using a stream to avoid the timeout?
