Make the retry button / feature accessible to workspace owners on top of workflow initiator

As a workspace owner, I might want to help the users who are running workflows in the workspace that I manage and I need to be able to retry a failed work request or failed workflow.

As such I want to see the "Retry" button that workflow initiator see on workflows and work requests. I shall also be able to use the debusine retry-work-request command line interface for this.
