piuparts task fails installing mmdebstrap

I think this is sufficiently different from #638 (closed) to warrant a new issue.

The piuparts task still fails. It takes a stretch environment and attempts to install piuparts and mmdebstrap. Unfortunately, mmdebstrap first appeared in buster. Hence it is failing.
