piuparts does not deal with images lacking /var/lib/dpkg/available

We have a systematic piuparts task failure on ELTS observed e.g. for buster. example

piuparts runs apt in a way that uses dpkg --set-selections, which requires that /var/lib/dpkg/available exists, but it does not.
