test failure due to processes being started (?)

Describe the bug

I didn't find a closed bug, so I mention this here. Yesterday I uploaded openafs to bullseye-security (workflow 94371) and a test related to openafs auth/superuser failed[1]. I don't know the exact test, but during it, some server is started and a client wants to talk to the server. Today I uploaded the same package (workflow 94488) and the same test passed. Is this behaviour explainable?
