debian_pipeline workflow: Implement changes for regression tracking

For regression tracking (#791), the blueprint requires a number of changes to the debian_pipeline workflow: it should gain enable_regression_tracking, regression_tracking_qa_results, and qa_failure_policy, with behaviour as described in the blueprint.
