Remove debian:suite-lintian collection and associated server tasks

Once most of the regression tracking work in #791 has been completed (probably up to #910 (closed)), there's no more need for the debian:suite-lintian collection or the associated UpdateDerivedCollection and UpdateSuiteLintianCollection server tasks. We should remove those at that point.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
