Add UI to display regression analysis

For regression tracking (#791), we need to display the results of regression analysis in the web UI for the qa workflow. The blueprint has some general requirements, and a suggestion for what the table should look like.

#920 suggests that we might want to provide a link to old results available in the debian:qa-results collection so that the developer can have a sense of former results.
