Build with signed templates and enable_upload uploads only uploads one template multiple times

I have a build (in a private workspace) that has 3 signed templates, and the work request has enable_upload. 4 upload tasks are created (supposedly one for the main package, and 3 extra for the signed templates), however all 4 actually upload one of the signed templates (the same one).
