Lintian workflow: clarify title when including arch:all

This change clarifies the lintian workflow title in the UI when arch:all packages are included, making it easier to understand the workflow at a glance.

Changes:

  • Append "(includes arch:all)" to the Lintian workflow display name when arch_all_build_architecture is set.
  • Update test expectations accordingly.

Tests:

  • debusine/server/workflows/tests/test_qa.py (lintian-related tests)
