collections: publish debian:debug-symbols into suite/archive collections

When package_publish copies binary packages into a target suite, also queue related debian:debug-symbols artifacts for CopyCollectionItems by following the RELATES_TO relation from sbuild (!3149 (merged)).

DebianSuiteManager creates one CollectionItem per build-ID (debugsym:) with mirrored binary metadata and build-id match constraints at suite and archive level. Duplicate build-IDs with the same file hash are skipped; conflicting contents raise ItemAdditionError.

DebianArchiveManager copies and removes build-id constraints alongside pool-file when suites are added to or removed from an archive.

Add partial index db_ci_suite_dbgsym_id_idx on CollectionItem for fast lookup by build_id (for the upcoming debuginfod HTTP endpoint).
