integration-tests: verify debuginfod HTTP serving and GDB client fetch

Extend integration-tests-workflow-debian-pipeline to check debian:debug-symbols artifacts and debuginfod HTTP responses, and add integration-tests-debuginfod-gdb to verify GDB can fetch debuginfo via DEBUGINFOD_URLS.
