Restarting `debusine-server` results in all workers remaining in a disconnected state. Looking at an individual worker, it seems like it reconnected properly and believes that it is connected as its last log message is `Connected to https://debusine.debian.net/api`. Once restarting a `debusine-worker` it properly connects and is represented as idle.
