https://freexian-team.pages.debian.net/debusine/reference/collections/specs/archive.html specifies the behaviour of a `debian:archive` collection. Once #328 has been completed, we can implement this. I think we can get away without this for STF M2, so for the time being I'm not assigning this to any STF milestone.
