make_signed_source workflow can create a sbuild task that is running on no worker
Creating a workflow from a `make_signed_source` template where the `sign` task fails results in a `sbuild` task that is running but has no worker assigned. I would have expected the `sbuild` task to be aborted like the `assemblesignedsource` task was aborted as a result of the earlier failure. A `sbuild` task should only ever be running if it has a worker.
