Part of #538: Blocked on #720. See [the spec](https://freexian-team.pages.debian.net/debusine/reference/devel-blueprints/dynamic-compute.html). Spin up and down EC2 instances, as part of the worker fleet. This needs to hook into the celery service described in #721, but can be implemented in either order.
