Guidelines For Prospective Bidders

The distro-tracker code needs to follow the contribution guidelines of the distro-tracker project (https://qa.pages.debian.net/distro-tracker/contributing.html) so it should be developed following the principles of Test Driven Development and include unit tests and functional tests.

Some changes are possibly needed on the security tracker side too. We don't know of any special requirements to contribute code there.
