conf: throw away binaries after NEW review in unstable/main

This is post trixie release material, but I'd like to discuss enabling the MR (!184 (merged)) that introduced "Throw away binaries when accepting uploads from NEW" for unstable and main.

I have documented the bootstrapping use case on the wiki and am willing to do the announcement to the Debian community and take the questions related to worries and other queries about this change.

Are you willing to enable this?
