control-suite: copy added packages to buildd suites

When adding packages with control-suite, add them to the buildd suites as
well. This avoids the need to wait for dinstall.

Note that packages from buildd suites are not removed when the corresponding
package is removed using control-suite. That is not necessary, because it is
handled by dak manage-build-queue.
