Apply various Debian packaging updates.

Ben Finney requested to merge bignose/gargoyle-free:wip/update-packaging into master

This series of changes includes these substantial updates:

  • Declare conformance with “Standards-Version: 4.6.1”.
  • Update to canonical HTTPS URLs where relevant.
  • Specify the package build system does not require root privilege.
  • Migrate to recommended ‘Build-Depends: debhelper-compat’.
  • Correct UScan match expression to detect current upstream source.
