Fix FTBFS (#952049)

  • Consistently pass $(CXXFLAGS) to all $(CXX) invocations

    This fixes a build failure.

  • Show compiler command-lines during build (Policy §4.9)

Compiled successfully, but otherwise untested. See the bug for more details.

This does not fix the other questionable assumptions mentioned in the bug.
