d/rules: use DEB_* variables for entries from changelog

Since dpkg 1.16.1 it's possible to use variables that are provided by
/usr/share/dpkg/pkg-info.mk to get the information about fields in the
changelog file like the date and distribution for the last entry. Use
those functions instead using own snippets.
