Add hardware matching rule for preferring wayland (LP: #2124220)

Add hardware matching logic into 61-gdm-rules as discussed in merge proposal

I ran gbp pq import, modified commit to include this change and gbp pq export to make this commit. Not sure if this is the correct way since the Origin in the .patch still points to last merge request. Please correct me if this is wrong.
