Be compatible with tzdata 2024b (see #1084190)

As discussed in #1084190, glib2.0 currently fails its tests because tzdata 2024b changed the meaning of short timezone names; this fixes this.

(Don't close this bug, as it also describes similar problems in several other packages. Up to you whether to keep the Salsa CI.)
