These aren't actually mapped anywhere so we should remove them from the
list of accels that users might see in the shortcuts dialog.

It would be nice to follow up on this and allow users to map them to
something specifically, but this at least removes any sort of perceived
accel clash.

Lets see if this improves things in the case we just replaced all the

This uses a strategy we used long ago to continue trying to jump to the
target location (insertion cursor) by checking for its location and then
reverse looking up the iter at said location.

If the relatively match, it's fine to jump to that position. Otherwise,
delay until more forward validation has completed.

If we use the build pipeline to run the formatter we can pick up the
swift-format binary from an SDK extension.
