Previously, screen readers reported only some unlabeled panel, now, the list
can be browsed.

The `dim-label` class provides its own standardized way to
make labels dimmer. It also has the added bonus of accommodating
high contrast styles.

Use header capitalization in the preferences titles as
per HIG guidelines:
