background: use `css` instead of `svg` for accent-color resources

hi,

currently cc-ubuntu-colors-row display the accents with the use of of GtkBox and GtkPicture(with svg resources). In this MR, I have made changes to the existing patch to remove these GtkBox+GtkPicture and replaced with changes to cc-ubuntu-colors.css
