Fix some issues reported by lintian

• Trim trailing whitespace. (trailing-whitespace)
• Fill in Homepage field. (no-homepage-field)
• Bump debhelper from old 11 to 13. (package-uses-old-debhelper-compat-version)
• Set debhelper-compat version in Build-Depends. (uses-debhelper-compat-file)
• Set upstream metadata fields: Contact, Name (from ./configure), Repository-Browse. (upstream-metadata-file-is-missing)
• Replace XC-Package-Type with Package-Type. (adopted-extended-field)
• Update Vcs-* headers from URL redirect. (vcs-obsolete-in-debian-infrastructure)
• Use canonical URL in Vcs-Git. (vcs-field-not-canonical)
• Avoid explicitly specifying -Wl,--as-needed linker flag. (debian-rules-uses-as-needed-linker-flag)
