Fixes ignoring light/dark preference.

The bug happened due to disablement of light/dark preference in Ubuntu
patches to libadwaita intended to enable Yaru accent color support. This
patch brings back the color scheme support while keeping the accent colors
as well.

  * Temporarily ignore build test failures on s390x

We now only use the fallback computation of the accent color in case
there's no portal or gsettings providing us such information.

At the same time the yaru customization happens only in such case

When running in yaru mode we want to make sure the apps will always use
the yaru colors, so expose them both via the css variables and the API
values

We use the same color of upstream, but with the same yaru customizations

Both colors aren't supported upstream and there's no way to use them
through libadwaita anyways now, so let's remove the generated code they
bring in.
