Draft: Enable librust-librsvg package

Matthias Geiger requested to merge werdahias/librsvg:wip/enable-librust-librsvg into debian/latest

Needs nalgebra-macros (NEW) and an update for yeslogic-fontconfig-sys. Will close: #1063486 and #1062016 created the section via debcargo; we might need to wait after the gtk transition once librsvg is using gtk 0.8 too.
