Add lp1763892-Full-Wayland-vsync-support.patch

To allow Wayland sessions to render at the full monitor refresh rate.

This properly closes LP: #1763892, whereas the previous commit mentioning that ID only resolved it for Xorg sessions. Both fixes are required for Wayland.
