protect branches with dev permissions

As the changes do not influence the resulting Debian package, they should not be
picked up by gbp-dch(8) when creating a Debian changelog entry.

pristine-tar fails in CI runs due to the branch setup, and we’re switching away
from it anyway.

A number of error messages are different on pretty much every
invocation (containing test timing details, memory addresses, etc.), rendering
such a comparison useless (too low signal-to-noise ratio).
