Site flight-deck.debian.net not accessible by Salsa users outside the Go team

When a casual Go team contributor who is not officially a team member tried to access https://flight-deck.debian.net/ he got error:

Only members of the Debian Go Team can use this application.

Is this intentional? Should the access be open so that new/casual contributors can use this service instead of dh-make-golang create-new-repo?
