Request a bot account to replace group token

Currently we are getting errors when trying to add a mermbership from outside the go-team to a project.

That is because the group token that flight-deck is using does not allow that type of action.

To fix this issue one idea would be to request the salsa team a bot account use that account to manage the configurations.
