Extend proposed workflow changes: Merge Request reviews, Salsa CI passing before upload

This was split out from !7 (merged) (now !9 (merged)) as the proposal to do lots of MR reviews and run Salsa CI before every upload was not unanimously supported.

Note that this builds upon a version of master that had already a proposal published, and it can't be rebased until that proposal is re-published.
