These tests appear not reliable enough and require further investigation

This avoids regenerating "mockery" managed fakes, which breaks as this package
has become rather old in debian whereas the depdendencies move ahead.

Also various cleanups to debian/rules to improve readability and
exclude some additional tests that broke for me

Do install "github.com/hashicorp/consul/vendor" into dev package

This unbreaks autopkgtests, cf. LP: #1940152.

Ideally we would not install vendored dependencies here and instead have all
dependencies packaged seperately. Right now, the autopkgtests indicate that the
lack of the "consul/vault/api" package prevents dependant packages from
building correctly. A better fix would be to update the src:vault package to
version 1.0.5 or later and expose that golang library. When this is the case,
this commit can be reverted.

This reverts commit 7fdeec6d.

This is too much complexity, for little gain.

Without setting the GIT_COMMIT variables, the Makefile attempts to run
'git ...', which can only fail when building from source package on
buildd.
