Update to upstream version '3.7.0+ds1'
with Debian dir d87d999573b073e5d080865ea8e1297e870cba7f

For example, there's (currently) no 3.7.0 tag but there are
tags for 3.7.0-build2 and 3.7.0-build3 (which have equivalent content).

This change gets rid of the -build* suffix so we can
`gbp import-orig --uscan` the 3.7.0-build3 tarball as 3.7.0.

The patch makes the test-suite compatible with both versions of
urfave-cli, as the output changes slightly in an error message
between the versions.

This was uploaded as 3.4.0-2 for a while, but never made it
into the git packaging repo as that was already preparing
for new upstream releases targeting experimental first.

These settings now causes the mender-artifact binary to be missing
when installing files into binary package. Use defaults instead
which builds fine and seems to produce the expected content in the
binary packages.

The debian/rules -X needs to match what is used in Makefile
and that has now changed....
