Add behind-the-scene copyright info about this Go port

Acknowledge the Go rewrite of Hub v2 by Jingwen Owen Ou <jingweno@gmail.com>
which replaced the original Ruby implementation of Hub v1. (Closes: #909514)

Also add my name for the debian/* files.
