bulleye: prepare 1.18.4-2+deb11u4

I uploaded to Debusine to ensure the build works and autopkgtests pass.

I built locally and installed on Debian GNOME 11 and verified that I could still play the Big Buck Bunny video in mp4 or ogg format with the Totem app.

Patches were copied from 1.22.0-3+deb12u5

The dh_auto_test improvement was backported from Debian 13.
