Fix FTBFS and crm cluster health command

Hi,

I prepared a set of changes to fix the "crm cluster health" command, which has been broken for a while.

Note that some of the changes will no longer apply after we get a new crmsh release, due to the changes in https://github.com/ClusterLabs/crmsh/pull/883 which moves the script contents into the main python package.

The remaining changes were forwarded upstream on https://github.com/ClusterLabs/crmsh/pull/925 and https://github.com/ClusterLabs/crmsh/pull/926
