The test simply checks that drbdadm works and can parse the
configuration file. More complex tests unfortunately require fully
virtualized environments and root access to configure the DRBD kernel
driver.

Just run `drbdadm dump` to make sure that drbdadm is available and that
the default config file passes the syntax test. Anything more complex
than that requires access to /dev/drbd and will probably not work in
containers etc.

heirloom-mailx is provided by s-nail, which stopped providing mailx back
in 2016. Use bsd-mailx instead.

Drop the redundant override to dh_missing, as --fail-missing is the
default in dh compat level 13.

www.linbit.com/downloads does not allow directory listings anymore, so
switch to the download landing page instead.

Upstream's build system explicitly creates /var/run/drbd during install
(see upstream commit 6583b36b "Add WinDRBD support", and so it ends up
being shipped in the package against our policy. Make sure this doesn't
happen by removing the installed directory after dh_install runs.

 + Use dh_missing --fail-missing instead of dh_install --fail-missing
 + Remove d/compat and B-D on debhelper-compat (= 12)
