Depend on ruby-webrick explicitly

With Ruby 3.0 as the default, the webrick gem now is shipped as a
separate binary package and it is not automatically available when ruby
is installed.

On merged-/usr systems, it doesn't matter whether we look for these
executables in /bin or /usr/bin, but on older Debian installations
that have been upgraded, the only paths that will work are in /bin.

It is not needed and breaks reprotest.
