Use python3 to build the documentation

  • d/control, d/rules: switch to python3
  • d/dconv/*: convert to python3
  • d/p/debianize-dconv.patch: small update for python3

Upstream dconv at https://github.com/cbonte/haproxy-dconv already supports py3, that is a better long-term fix (my previous comment in this MP about include-binaries was a brain fart, sorry, ignore it if you got it via email already). The debianize-dconv.patch patch would have to be updated, though.
