Outsource all functions in Dh_Haskell.sh to a Perl module

Reduces the functionality of the shell library Dh_Haskell.sh and outsources all recipes to a Perl module that is accessible from Debhelper.

Tested locally on several executables. The Haskell Team's package list is pending.
