Previously the Salsa-CI system required priviledged runners to run
piuparts and reprotest. Not anymore, so these can be removed.

Imported from galera-3 (25.3.23-1ubuntu1) patch in Ubuntu Cosmic.

This change is required to match the Debian Policy
version 4.2.0.

Update to upstream version '25.3.24'

This reverts commit 1460cfa1.

After discussion on the reproducible-builds@lists.alioth.debian.org
it was decided this fix is wrong, as it most likely makes the debug
symbols unusable, and fixed a non-issue as the same old revision
(before this change, that was never uploaded) started to work on
reproducible-builds.org testing infra. So the root cause of the
failure apparently was something in the r-b.o infra, not this Galera.
