Fix some issues reported by lintian

• Set debhelper-compat version in Build-Depends. (uses-debhelper-compat-file)
• Update renamed lintian tag names in lintian overrides. (renamed-tag)
• Set upstream metadata fields: Archive, Name, Repository. (upstream-metadata-file-is-missing)
• Drop transition for old debug package migration. (debug-symbol-migration-possibly-complete)
• Avoid explicitly specifying -Wl,--as-needed linker flag. (debian-rules-uses-as-needed-linker-flag)
