Add Taiwanese xkb-keymap answer and default for zh_TW locales

In the installer, selecting "Chinese (Traditional)" as the language and "臺灣" (Taiwan) as the region makes localechooser default to the "zh_TW.UTF-8" locale as expected. However, all zh_* locales including this default to the "中文" (Chinese) keyboard layout in console-setup. There is no option to select a "Taiwanese" keyboard layout.

Apparently, Taiwanese users want to use the "Taiwanese (indigenous)" keyboard layout-variant pair. Add a "Taiwanese" answer to the layout question that enables this, and select it by default for the zh_TW locales.
