An unsupported machine should not result in an error

Generic images like the Ubuntu RISC-V cloud images contain flash-kernel. These images can both be run on real hardware and on QEMU. On QEMU no entry in all.db will be found. This should not be considered as an error by the update-initramfs hook invoking flash-kernel.
