Set as uninstallable if using ChromeOS bootloader

Alper Nebi Yasak requested to merge alpernebbi/grub-installer:cros-subarch-uninstallable into master

This disables installing GRUB when debian-installer is run from ChromeOS verified boot, since depthcharge-tools-installer is supposed to handle that. It currently already works out fine since depthcharge-tools-installer is listed before grub-installer in the menu, but still disabling the latter makes things more straightforward.
