Allow restricting use of VG to a size or percentage (guided_size option)

• Explicitly use C locale when getteing data from vgs
• Allow restricting use of VG to a size or percentage (guided_size option)
• Add available translations for the relevant debconf templates

Unfortunately, it isn't clear to me who the original author was. It could have been Colin Watson cjwatson@ubuntu.com, but that isn't particularly clear even from the old bug (bugs.debian.org/515607)
